...but I find it hard to believe that ALL of Primal is congested because it sure doesn't feel that crowded/active over here.

Crystal in particular having so much room now is sort of interesting, but then I guess when it comes to congestion its usually Balmung (and sometimes Mateus) that people bring up as being full all the time and not the whole data center so maybe it makes sense after all.

Yeah you’ve usually been able to get into other servers on Crystal. It’s never been fully closed like Aether.

I find Lamia is always pretty crowded in the current main hubs. Hunt trains and special FATES always have enormous crowds. It's a more than healthy data center.

And that's likely why it's closed. Not that it's full to bursting, just that others have fewer players on average. So the game will push players there.

Primal is congested because it was the only thing open and everyone transferred there from Dynamis for an entire patch length.

No servers except Aether can be realistically “congested”, but even those servers are not typically congested with natives. When I lived on Aether over 50% of people were visiting from Crystal, Primal & Dynamis. The plain truth is: the game needs cross region party pairing to feel full again.

Maybe it's just Excalibur that feels sparsely lived in and not Primal as a whole. It's rare that I ever see anyone from there make a PF for anything, and I seldom see anyone else from Excalibur in my groups.

It would be my luck that I moved from the least populated Dynamis world to somehow the least populated Primal one, lol.

It doesn't seem entirely necessarily given my main concern was PVP queues and those still pop just fine over here, and if the game says Primal is super crowded right now, I guess I have to take its word for it.

All of Aether, Balmung and Mateus are for sure a few steps above Primal (and other Crystal) servers for population. It has to be based on recent swings of activity a bit more than total activity.
