Cannot reactivate account.

I've been trying now for nearly a week to reactivate my account. No matter which payment option I choose, it is declined. I tried entering my credit card, tried click and buy, tried paypal (which has a balance of a few hundred dollars) and even that was declined. I tried several different cards, even tried different computers and had no luck. I finally went through the extra effort of ordering an Ultimate Game Card online, but to my surprise after entering the code I get:

"Ultimate Game Card Error
We're sorry, your payment has been declined. If you feel this is in error, please contact us."
Which leads me to believe it cant be a problem on my end. Why is it so difficult to give SE my money?

This is me just throwing something out there, that I am just assuming (completely pulling it outta my a**) so I would say it is like 90% not true. But They have ceased selling FFXIV about a week ago. And because they stoped selling it they may of also stoped the services for creating new service accounts and re activating old ones. I hope this is not the case but it would make sense. And again just something I thought up right this second so don't take it as fact chances that, that is what is actually going on im hoping is very slim.

I called and was told I have to wait a full 24hours after any form of payment is declined before attempting to pay again. So i'm going to wait another day and see if that helps at all.
