I finished this the first time and didn't get the chest, is that normal? I only got the book.
I tried, I studied strategy and I got nothing?! LOL SQUARE....

Have you raided Savage before? The number of chests upon clearing is dependent on how many people have not cleared the fight that week. If 0 of 8 have cleared, there are two chests. If I think it's 4-7 have not cleared there is 1 chest. If less than 4 have not cleared, there are no chests.

If every single person in the party has not cleared it since last Tuesday (weekly reset time 8AM UTC), then you will get chance at rolling on 4 loot items.

If only 4-7 people in the party have not cleared it since last Tuesday (weekly reset time 8AM UTC), then you will get chance at rolling on half the items (in this case, should be 2).

If 5 or more people in the party have cleared it since last Tuesday (weekly reset time 8AM UTC), then you will get nothing except a book (you can exchange 3-8 of these for items, depending on the raid it's from).

To ensure that you get loot, start recruiting in Party Finder next week with these settings:

Category: High-end Duty > AAC Heavyweight M1 (Savage)
Objective: Loot
Completion Status: Duty Complete (Weekly Reward Unclaimed)
Avg. Item Level: 774
One Player Per Job

Note: on the first week of Savage release, you have to use [Duty Incomplete], because nobody has "complete but reward unclaimed", and that means nobody you clear it with week1 has ever cleared it unless they're an alt. Fortunately, it's week 2 now.

They combined all the loot into a single chest but merely half the loot now, whereas it used to be 2 chest maximum, but people still refer to it as "2 chests".
