Phoenix down should be usable in Normal trials and raids

The usage of Phoenix Down was expanded in 7.3. However, it is currently still restricted from normal raids/alliance raids and trials. But I would argue that expanding PD to normal trials and raids would greatly improve the overall experience.

Sometimes, when I am running roulettes that include normal raids, alliance raids, and normal trials, I see some people are struggling because they are new to the content. Because of this, we tend to wipe on such content if both healers go down. Meanwhile, I have PD in my inventory, but I am not able to use it to help the party.

Having pd available in these pieces of content would allow people to raise members, preventing a possible wipe. Additionally, it would help new learners understand the content, as they could recover and progress to the next mechanic without needing to reset.

As PD currently has a 360-second or a 6-minute cooldown, this makes it perfect for recovery and prevents people from abusing it. Therefore, implementing the option in these areas would greatly benefit the entire party/alliance and create a positive gaming experience.
