So that everyone plays on their NA alts to essentially play the game for free? lol
Midcore is when you take a look at an Ultimate, nod along sagely to a guide and decide to do it when you get 12 months of uninterrupted vacation, which is to say: never.
I mean, yeah, but you can literally just play on an NA alt to take advantage of the situation even if your main is on an unaffected DC. So... yeah. (Effectively, nobody would pay their sub after that.)
They could just check playtime per Data Center and set parameters. Its an easy check.
But financially, they wouldn't even bother. The shareholder rage would be legendary. A couple of free days added on to the end of your sub would probably be the best NA players could hope for.
I mean, there's a decent chunk of the playerbase that does MSQ only and DDOS isn't particularly bad for that, albeit annoying. There's plenty of avenues for abuse there, including multiboxing and many more. Not particularly well thought-out.

That can become particularly annoying when the queue to (re-)connect that was sub-50 before this patch is now 900+
