This was changed in Patch 7.4:
Damage reduction effect duration has been increased from 5 to 10 seconds.
The effect "Effects will be applied continuously to self and all party members standing within the celestial ring" has been changed to "Wheel of Fortune will be applied continuously to self and all party members standing within the celestial ring."
