Let's not. There are a variety of context specific actions you can only activate while confirming casting target like AoE on/off and how the up/down target is supposed to work. While you're in your action bar it changes through bars 1-3. While in target confirmation up and down should target through party members. The problem is that it currently isn't, which is more of a bug than an intentional design flaw I believe.
