This game is getting a full reboot because it is named Final Fantasy and is made by Square Enix. If it wasn't SE but instead a company that was relying on this very project alone to make money, the game would have been shut down and lot of people would have been fired. Like some MMOs sadly failed recently. You cannot feed 300+ DEVs and a several multiregional teams with no income at all.

Instead it's SE, they have money coming from other projects (and not only games as well), so they can afford themselves to simply "change" the DEV team and continue sinking money into the project in order to make the project worthwhile but and also, save what's more important above everything else, the Final Fantasy brand.

As the time of release, the game was terrible. It improved now yes. But we were talking about the game at release timing. And if we are still here, it's because of that full reboot being announced. There wouldn't be as many players here if SE would simply had said "deal with it, we're not making a new game and keeping it that way".
