    Additional Information

    After patch 7.4 players cannot reliably get Forgotten Fragment of Resolve anymore.
    The drop rate reduced from 100% to < 2%, this was not listed in the patch notes!
    The item is needed to reliably clear Castrum Lacus Litore, Delubrum Reginae (Normal), Delubrum Reginae (Savage).


    The following Critical Engagements are affected:
    - Metal Fox Chaos: 100% droprate to < 2% droprate
    - Trampled under Hoof: 100% droprate to < 2% droprate
    - Where Strode the Behemoth: 100% droprate to < 2% droprate

    After patch 7.4



    These Critical Engagements always dropped 10 Resolve fragment 100% of the time, now it is < 2% droprate!
    No Forgotten Fragment of Resolve or Garlean Fabric dropped!

    Before patch 7.4


    Please look into drop rate for Forgotten Fragments of Resolve.
    Drop rate so low we cannot use the Lost Actions anymore!
    This was not in patch notes 7.4!

    This is a breaking change for Save the Queen content. A change of this magnitude should be included in patch notes with a justification for practically removing an important source of many different lost actions. It was already time-consuming to farm this fragment as the only source was 3 critical engagements in Bozjan Southern Front, this change effectively kills this fragment permanently.

    Can confirm this is the case, the reduced drop rate will have huge ramifications of the balance of the Save the queen content as this fragment has very important lost actions tied to it.

    I too confirm that this change is now in effect. Banner lost actions, yielded from this fragment, offer so much vareity, utility, and power to playing in all areas of Save the Queen. Their newfound rarity, happening unannounced, now limits the ingenuity field operations zones are renowned for. Personally, though I have my own stockpile, I'm saddened that newer players, few as they are, will have less of a if no opportunity to use them as I did.

    Foregoing for the moment any causes or proposal of solution, I do find it disappointing that this was not mentioned in the patch notes. Whether mentioned as known bug (which is our contention with this thread) or as a purposeful change, the fact of that matter is that it changed, and no notice was made public to us players. It is not my place to give orders of how the game is maintained, however, I believe the most basic respect we players are owed is that if a change is made, regardless of intent, that it be officially documented. If anything, that is the least I ask.

    If I may ask more, I see an easy solution to this: make the fragments purchaseable in exchange for Bozjan Clusters, as other fragments already are. As they were, effectively gated to 30 an hour per person, a price could be set to match that equivalent to the average output of a solo or group cluster farm.

    I can confirm this problem on my end too.
    The actions obtained from Resolve fragments are critical to Save the Queen content and this is causing serious issues for runs of Delubrum Reginae (Savage).

    I agree with many of the sentiments here, that the recipient rate of the forgotten fragments of resolve going from 10x quantity from the critical engagements in Bozjan Southern Front to nearly 2% - 0%, akin to nothing received, is a very severe problem, especially for the players like myself who enjoy Save The Queen content in general.

    I also agree with cramoran's suggestion, if it were possible to buy the resolve fragment at a fair buy-rate (maybe akin to how Forgotten Fragments of Hope are purchased at a 5-cluster to 1 fragment rate), it would be wonderful to keep the content alive.

    Many players who have yet to enter this content will not be able to receive the same access of fragment as others did past before either, and I find that unfair; in similar vein, public marketboard prices will likely reflect the extremely high value and affect in-game economy that exists across all datacenters. Maintaining the balance of an in-game economy may not be a high priority either, but a player's time in-game to enjoy content they do enjoy is what is at stake here, humbly mentioning. And for a significant number of players, that is Save The Queen content in general (as in Bozjan Southern Front, Zadnor, the instanced dungeon duty Delubrum Reginae, and Delubrum Reginae Savage). If it is meant to decrease the party finders that list running the Savage to very limited (which is already in occurence in rarity as is), then this change will likely make putting up the party finder even less frequent, as some of the most powerful actions required for completing the duty come from this specific fragment itself.

    As a player who's only started playing Save The Queen content relatively recently, but who's really gotten into it (including multiple clears of Delubrum Reginae Savage so far), I concur with everyone above. One thing I've enjoyed learning is the proper way to use Lost Actions to maximize success at difficult challenges, not just on my own but also while coordinating with my teammates - and the Banners that come from Forgotten Fragments of Resolve are a major part of that. This change would be detrimental to that part of the gameplay, by making those Lost Actions nearly unusable for many players. By my calculations, eg. Banner of Honored Sacrifice may become a rarer Lost Action than Lost Excellence - which is often considered the rarest and most powerful (and thus most expensive) Lost Action in the game:
    • Lost Excellence comes from Forgotten Fragments of Heroism, which come from the Critical Engagement The Dalriada. This Critical Engagement can be completed at least once per hour, or more in busier instances. Each clear has a roughly 33.3% chance of yielding 3 Forgotten Fragments of Heroism, and each Fragment has a roughly 50% chance of yielding a Lost Excellence. Thus, players are able to get just under one Lost Excellence per hour on average.
    • The Banners that come from Forgotten Fragments of Resolve have a roughly 10-20% chance each (depending on the specific Banner) of acquisition from each appraisal of a Forgotten Fragment of Resolve. At a 2% rate of drop events per relevant Critical Engagement and a single drop event yielding 10 fragments, a player would need to complete 50 Critical Engagements on average to get 10 Fragments, or an average of 1 Fragment per 5 completions of a relevant Critical Engagement. Realistically, a player could do each relevant Critical Engagement once per hour - though on account of cooldowns and required prep, compared to The Dalriada it seems somewhat less likely that many players will be able to as reliably clear any of them multiple times per hour. Thus, clearing the relevant Critical Engagements 50 times should be expected to take a dedicated player 16.7 hours of gameplay, which gives us an expected average rate of 1 Forgotten Fragment of Resolve per 1.7 hours of gameplay. If a player needs a specific Banner (eg. Banner of Honored Sacrifice for DPS jobs in Delubrum Reginae Savage, or Banner of Solemn Clarity for healers, etc.), they could very reasonably be looking at an order of magnitude more gameplay time spent per Banner compared to the time requirement to acquire Lost Excellence.

    EDIT TO ADD: In addition to the above, I forgot to mention that Banner of Honored Sacrifice in particular has an important interaction with Pure Essence of the Duelist: When a player uses Banner of Honored Sacrifice alongside Pure Essence of the Duelist in Delubrum Reginae (normal or Savage), that player gets bonus effects. This interaction is undeniably a deliberate effect that the original devs intended to occur; all Pure Essences have such an effect with certain Lost Actions, and the in-game description of the Essences themselves hints at this. At the current rate, however, each Banner of Honored Sacrifice would reasonably be expected to take a player days or even weeks to farm, depending on how many hours that player invests per day and that player's own luck. Other Lost Actions that interact with Pure Essences have not been affected the way the Banners have - so, while I would never presume to try and dictate how the game should be managed, I find it confusing at best that the Banners would have their drop rates reduced this dramatically, especially without explanation.

    Rather than pointing directly towards the ramifications of this change (least of all the fact it wasn't included in patch notes), it flat out cannot be intended behavior. As this has not been changed in the around four years the content has been within the game, it beggars belief to think this is an intentional change. This should be adjusted not only because of the negative consequences it has towards the content it is applicable to, but because it cannot be the behavior working as intended or as it should be.

    The fragment already is highly in circulation among seasoned players, so changing the drop rate so dramatically only affects those new to the content in a severely detrimental manner. This change needs to be reverted to its original 100% drop rate, if not just because of the negative impact it has on those attempting to engage with this content for the first time.
