It's done like that to prevent players from moving across void zones in raids and trials.I wouldn't be surprised if there is something with this engine that makes it incredibly hard to implement, we already know it doesn't do well with Z-axis changes.
Every single job's movement ability is just moving from one XY coordinate to another really really fast, not even the "teleports" like Aetherial Manipulation are actually teleporting you.
There's nothing that would not allow teleport to exist.
