It's asinine, really. It doesn't even ruin encounter design because very few jobs have a literal teleport. Off the top of my head it's what? DRG, RPR, DRK, and BLM? So what if the occasional random mechanic favors them slightly? If anything that would make job design more interesting.
It's more likely that if certain jobs suddenly had real teleports that let them "cheat" mechanics via instant-invulnerable mobility that Square-Enix would either:

A. Give every job a similar teleport so nobody has an advantage.
B. Nerf the jobs with teleport to compensate.

I have this insane hunch that the reason they love keeping physical range in the gutter is because from their warped point of view, being able to move so much while attacking is "OP" when it comes to their fight design philosophy of "stand in correct spot or die". Like, they're looking at some deranged metric in-house that's telling them BRD/MCH/DNC are dying the least on mechanics, or getting hit the least in general, so they come to this crazy conclusion that they can't have good damage or they're reliant on RNG/the rest of the party doing damage to compensate.
