quest "Legacy of Allag" missing

Hello,

I would like to go further in the main quest "A Time to Every Purpose" and I see I have to do the quests "Cristal Tower".
I try to start the first quest "Legacy of Allag" but the Outlandish Man is missing in Mor Dhona at his location.
I have already did the quest "the ultimate weapon" before.
Is it possible to have some admin assist to launch this quest on my character ? It'll enable me to carry on the story.

I'm unsure, but maybe you already proceed the "Legacy of Allag" questchain already do a certain point.
check via ingame quest archive and this wiki, starting the chain:

It may no technical issue, more an ingame issue though.

I've just seen your thread on the French forums, and it seems to have been resolved. I would recommend looking at the official information first. There is a comment on the Eorzea Database page for the "Legacy of Allag" quest suggesting that you need to complete "Sanding It Down" quest.

To be clear, "Sanding It Down" is the second quest in the chain after "Legacy of Allag", not a prerequisite for Legacy.

Should you encounter a problem recovering an item that you cannot resolve by yourself while in game, select “Support Desk” and follow the on-screen prompts to summon a GM for assistance.
Please understand that GMs may only assist players who are in need of support that meets the company guidelines. GMs are not able to answer questions involving in-game hints or any in-game information such as basic control of the game. Please also make sure to include enough detail in your report for the GMs to understand your concern. Otherwise, you may receive a message requesting more information.
A GM will respond to the player in the order of those who are in need of immediate help so it may take a while for them to arrive. If a player places a false report to receive high priority, but does not have a high priority concern, they will be asked to place a new call with the proper call details.
Depending on the issue, a GM may respond to the player personally in-game. Other issues that do not require personal GM contact to resolve (such as general questions) may be responded to with a GM message. The message from the GM can be viewed in the Help Desk under the Main Menu. Please be advised it may take up to 48 business hours to receive a response.
After placing a GM call, please remain in the game and wait for the GM to arrive. However, if you need to log out after making a GM call, feel free to do so. The GM may leave you a message asking you to contact them again at a later time. This may also occur if you are away from the keyboard when the GM attempts to speak with you.
