the Starlight Celebration should take place in Ishgard

Ishgard joined the Eorzean Alliance. It's not one of the starter states, but that doesn't excuse excluding it from seasonal events.

Isghard is where the Starlight Celebration came from. The scenery is much better there too for a winter celebration. Move the stalls there. And give us Ishgard mugs.

And have us run into Aymeric.

This is unlikely to happen as they no doubt want seasonal events to remain accessible to as many characters as possible and Ishgard is not one of the starting city states. Characters would need to clear the entirety of ARR just to participate in a seasonal event. Also, major characters rarely, if ever, play big roles in any of these seasonal quests anymore. They might have in earlier days, looking at Haurchefant and the first year of the horse Heavensturn, but nowadays they tend to steer clear of using them likely due to potential complications regarding their current status in different stages of the MSQ (don't get me on Godbert, he's a weird one). At most they get cameos, which if you didn't know Aymeric actually got a cameo this year.

I get where you are coming from but this game is by now far too old and established to act as if time has stopped and all the events always need to remain in their zones, because some 20-50 people might not have a character that can get there. Heavensward and Stormblood zones should be by now considered as part of the baseline that everyone can visit as you can reach them even in the free trial. Restricting themselves just because a tiny minority of players might not been able to reach it is not a good idea, especially if your established playerbase is getting bored by the very samey yearly events. The time has come for them to get bolder with those events. Move them to new zones, use characters from later story lines. Someone hasn't reached that part of the story yet? Well, time to get either a move on or to accept that not everyone will get every reference.
