8 Characters per server?

I recently upgraded my subscription to "Standard $14.99/month" solely for the purpase of being able to make more characters on my server "Leviathan", I only have 1, but when I try making a new character there it says "that world is not taking any more new characters".
Is there something I'm missing?

You cannot make a new character on a world if there are too many players on it at the given moment. That has always been the case.

Back at Stormblood released (in 2017), there were a few worlds that were extremely congested. They were so congested that, although nobody could make new characters, they did paid transfers instead and they were overflowing. To solve this, they added "Congested" status. When a world has more active players than most other worlds, they give it this status to both prevent character creation and transfers, even if there are not too many players on it at a given moment.

They change which worlds have Congested status when there is a patch. Currently, Leviathan is Congested: https://na.finalfantasyxiv.com/lodestone/worldstatus/

You can make characters on another Primal world other than Behemoth, then use the World Visit feature to visit Leviathan. There are restrictions when visiting other worlds, but not many. You can still do quests, dungeons, chat, party, glamour and buy stuff as normal.

It's worth mentioning that there are not a lot of reasons to make multiple characters in this game. The main reasons would be roleplaying or so that you can have a different race and glamour. You can level all classes and do all content on just one character, so there isn't a functional need for multiple of them.

Rarely, people make multiple characters for raid splits so they can get their raid gear sooner, but this is rare overall because most people can't be bothered with that.

IIRC, the one character per world is not a thing anymore. I mean, I'm under the basic sub, and I have 2 characters on the same world. I think it's 8 characters or 40 characters now.

They changed it so it's not 1 character per world on the basic sub because World Visit was a workaround for it. Once they implemented World Visit into the game, it made the restriction redundant, which is why it's 8 characters per data center instead now.
