
I sent a screenshot of this to my bestie asking if it was a bad joke when I read it.I have the same feelings as you. It's upsetting to me that they (SE) made this big of a change and haven't clarified anything - it feels cheap. The difference in voice also took me way out of the story and I felt like I couldn't enjoy it as much as I was anticipating to. The new VA didn't do a bad job in the slightest, so this isn't shade towards them. I just think transparency is owed for something like this, especially when it would have been given for a change in the JP voices. Not to sound super crazy, but I also found some dialogue lines in the game and think their timing seems interesting. Go talk to G'raha after the 7.4 MSQ is finished in Solution Nine and see if you feel the same as way I do about the lines.

But yeah, not great. If it was him as per usual, there'd be no reason not to say so.
One thing I was personally considering was that maybe they're still in negotiations - could be over money or schedule or Bailey not being sure where he'll be going next, or something completely different.
That would explain the complete lack of communication cause they'd want to wait until they actually know what to confirm.
Either way, making a clear, respectful statement that we wanna keep him in the game at all costs is important I feel, and the more people chime in the better.

If he's recast because he needed to: I'll be upset but I get it and I'll be good with it (not like my opinion matters lol) but if he's permanently recast without his consent then, well, I'll be heartbroken but mostly furious.
This suggests to me that whatever is going on with JB's future with FFXIV, it's very much still in flux. If he definitively is stepping away, he or SE could have said so. All the more reason to let SE know that they should fight to keep Bailey voicing G'raha Tia. Given the star power of the JP voice cast, I see no reason why SE couldn't afford to negotiate a way to keep him on the EN roster. Hopefully we won't have to wait all the way until April for a more definitive answer.
