Ocean fishing is fun, but sometimes I feel the way its designed leads to unnecessary player frustration due to there only being an option for public boats. Some of the achievements and fabled fish are so annoying to get on public boats that it is advised to try and use language settings and queue times to simulate a fixed party system. At this point we should just add one.

Adding such a system like what was added for Forked Tower would not negatively impact ocean fishing imo, and instead would enable that option for players who have been stuck trying to get very specific fish to complete their ocean fishing achievements because of the finicky nature of public boats where everyone does not necessarily have the same goals.

As an example, 9 people queue into a route where it is advised to get either the sea dragon achievement or the coral manta. 8 of these people are in a premade to try and get the sea dragon. The 9th is someone who is trying to get coral manta. Unless the weather sucks for sea dragons these two goals are at odds. So unnecessary player frustration can happen if the coral manta person pops the spectral and makes the sea dragon party's goal significantly harder. Neither group is in the wrong, instead the system that put these two conflicting goals on the same boat is.

These systems already exist for battle content so it wouldn't really be much of a stretch to recommend adding a similar system for ocean fishing. I personally would use public boats when not going for specific fabled fish or catch title achievements.
