At this point just put Crystal Tower raid series into its own roulette pool, or make the initial duty unlock mandatory for each expansion, e.g., to the point where people are required to have unlocked (and/or completed) the initial raid instance for each expansion.

Regardless, they do need to do something, I think... As it is really egregious.
