FFXIV Frame Stuttering Every Minute

When playing FFXIV I am having a frame stutter occur every minute consistently.
I timed the duration between frame drops and it is always between 1 minute and 10 seconds to 1 minute and 14 seconds.
MY fps will drop even when standing still in a non populated area such as my housing ward.
Current Specs:
CPU AMD 9800x3d
GPU PNY NVidia GEForce RTX 5080
RAM: 32GB DDR5
OS: Windows 11

I recently upgraded to this new computer and did not have this issue before when I was on Windows 10.
Things I have tried:
Updating BIOS
Updating NVidia drivers through clean reinstall
Made sure FFXIV is set to Optimized through windows game
Setting a hard frame rate in the NVidia APP
Changing Power Settings
Disabling Gamepad
removing all peripherals except the mouse
Made sure ffxiv_dx11 is allowed through the firewall
Turning off all start up programs and trying to launch ffxiv
I am at my wits end as the game was working well before I upgraded.

Wrong section of the forum. Should be in bug reports.

And I can almost guarantee it's not FFXIV and is entirely how GPU and CPU unfriendly Windows 11 is. It's an awful OS. Have you tried forcing off all the AI tools like Copilot?

If all else fails, I had zero issues running FFXIV on SteamOS via my Steamdeck and that's a free Linux operating system. I'm looking into swapping myself.
