This is frankly a weak argument, here is why:

Dark Age of Camelot was released in 2001 by Mythic Entertainment. Their housing was released in 2003. Guess what? It's still better than the trash we have now in Housing, and it wasn't even instanced. But, the placement of items is/has been better, the overall system was better than what we have.

The reason we have what we have right now, is all because of the Executive Producer's ego, frankly. He has repeatedly said that he has only interest in that neighborhood feeling in housing - you know, the one we don't have at all? I've seen my neighbor twice in all the years I've had a house, and they don't say a word. I've seen people in my neighborhood where I can count them on one hand, and those were just Free Company people at the FC house. It's a ridiculous and dangerous way to think about your housing model, when your delusions of grandeur as an Executive Producer are running the show which don't line up with player-base desires and needs.

We need instanced housing and it can be accomplished without changing much at all with the current interface. But, there's frankly no desire on their part to do this: It keeps people leashed to their accounts to generate the money that SE is so hungry for in this game.
