Sometimes, they do implement things people want (such as the glamour unlock) and sometimes they implement things that people haven't provided a lot of feedback on (sudden Kaiten removal mid expansion). The changes to DRG and BLM in the current expansion, for instance, were met with a lot of criticism, especially considering how many posts there were asking against simplification... and they went through with them anyway.

Sometimes the feedback they use may not even be from the players but their internal testers, QA or the developers themselves. We can never truly know but I highly doubt it's a random post with two likes, especially when JP players in the forums tend to provide feedback in huge megathreads with plenty of posts and varying amounts of likes.
I really don’t know how to explain proverbial spin the wheel changes from the consumers perspective isn’t good to the point people are trawling the forums to look for attempted justification for what the devs are doing

The devs don’t have to follow the feedback of every post on the forums but when feedback to the customer looks like they are throwing darts with a blindfold it becomes problematic, and square does little to justify what they do, if they say “feedback” is it wrong for people to then look for forum posts hoping to find something that matches
