error 30407 when dowloading launcher

I can't update patch files because of the error code and I also found out that the ffxiv boot files are corrupted they don't look normal it has emojis, moons and number codes.
I uninstalled the game at least 10 times before that i deleted the square enix folder then downloaded the game only for the same issue to persist idk what to do ;-; the weird part is it happened out of the blue...
