It's far from perfect, but it actually has as lot of applications, it's just that these forums and such places of exchange have a self-selection bias skewing harshly towards the types of players that near-exclusively focus on the types of content where it won't work.
I feel like even in dungeons if your using shield bash your likely doing something wrong, clemency is even a better option then spamming single target stuns In dungeon runs. Why stun one enemy in a mob pack in a emergency when you can heal yourself, besides also having a stun through low blow I just really have never felt like shield bash is actually even remotely useful ever.

Like I've genuinely never actually found a genuine reason to use shield bash The main people point to is deep dungeons? which sure cool I guess but a skill shouldn't really be useful only in deep dungeon solo runs.
