Having multiple bags helps you organize (1 for mats, 1 for consumables, etc) and I believe they said that you could set up your bags so that the correct items go into the specific bag you want them to go to automatically. There's no need for an extra menu because it's an extra button press that is unnecessary when just opening your inventory brings up all your bags at once so you can see your entire inventory nice and quickly.
