    It has existed since ARR but, as far I can tell, there is no male counterpart (and it's only seen on races with midlander skeletons like middies and miqotes), so chances are slim to nil that the emote will be player available.

    J'ghonako in Ala Ghiri, The Peaks uses that animation.
    An unnamed U tribe girl in Forgotten Springs, Southern Thanalan cycles between using this also, trying to seduce a guy on the other side of the bridge in the village.
    They are the only other NPCs than Shady, that I can think of off the top of my head.
