In order for it to be an in game collab, the majority would have to know about it and care for it. And a lot of people don't. Thus, cash shop for the hardcore fans.
They could spend all the time in the world making this an in game collab and half the people wouldn't bother because it's just not that appealing.

The purpose of game collabs is to both feed nostalgia so that people will sub or resub into FFXIV and introduce FFXIV players to other games.

And the entirety of the people will bother because absolutely no one would say no to free stuff and more content. That's a no brainer.

And I won't get started on my grievances towards the existence of a cash shop in a subscription + expansion based game.

You can have your grievances towards the existence of said cash shop, but it doesn't take away the fact that that's what keeps funding this game, so we have to take it or leave it.
While some people will not say no to free stuff there is absolutely no reason in my mind why I would do this collab in game, I hate the gear. So it is what it is.

Crazy. One would normally think that's what the subscriptions, the price on the base game and the expansions are for. Specially since you can't play the full extent of the game without any of them.

And what you, specifically, do has no bearing on what usually goes with events. Not to mention that really doesn't take away the fact that they're also supposed to spark the interest. If people not being interested in a thing (not to mention the reason can simply be because they don't even know about it) was a basis for not promoting it, advertisement would never exists.

Not to mention that we've had an entire decade with collab events and references that did not incur additional costs and not all of them with the "very popular" (metrics for the statement TBD) games.

But I feel like that's rarely ever the case. MH is extremely popular, as is NieR.

And yet, FFT also got their own Alliance Raid too, despite being "unpopular". Yokai Watch got their own game collab too and, then, an expanded one. The game is also riddled with glams and content that takes from the many other FF, and not all of them the massively popular ones, in the series and even some outside the series.
