The iLVL fix was *a* solution, just not *the* solution. It was the sort of thing you'd implement after you'd secured players being made to unlock the other raids.
The fix is simple enough.
When you are at a point in game, whether via progress or skip potion, Alliance Raid Roulette is locked like Expert Roulette until the following pre-requisites are met:
"Beyond the Great Wall" - Alliance Raid Roulette is locked until the completion of Dun Scaith
"The Syrcus Trench" - Alliance Raid Roulette is locked until the completion of The Orbonne Monastery
"The Next Ship To Sail" - Alliance Raid Roulette is locked until the completion of The Tower At Paradigm's Breach
"A New World To Explore" - Alliance Raid Roulette is locked until the completion of Thaleia
I don't follow the opinion of some players who believe CT should be removed from Alliance Raid Roulette and moved to MSQ Roulette, as I think it does help new players, alts or people that may be revisiting older relic content, but it 100% mustn't be allowed to remain a deja vu exp farm.
