Graze means to touch lightly in passing and not a direct hit. The icon of the action also reflects this.
In the midst of a hectic battle it seems fairly likely a skilled marksman would inadvertently make a solid head shot instead of a minimal graze that's just enough to get to caster to stop chanting without doing any damage. A 1% chance to kill minor enemies would just be fun. It's not like we get much use out of the skill in general as I rarely ever see a cast bar it applies to.
If I'm 5 seconds into a Rez please don't use Swift Cast and steal my glory. Just let me waste the MP.
For fun in something like a dungeon I can agree. But on the point of realism then at that point an auto-attack has a higher chance to instantly kill than an attack with the intention to graze.
