Pretty sure they said they are even adding exp parties to the group finder and there is nothing stopping you from killing open world mobs or duoing. Hell, im sure you can still shout in Uldah in you wanna live in your little bubble of 2003.

Unless we get 0xp for killing a monster, I still think people will be able to lvl with that.
Quests will just be way way faster
