Feedback regarding Stellar Successes on Phaenna

I think this might more generally apply in other situations, but I believe it is most apparent given my experience of what happened with some missions.

Similarly to our endeavours on Sinus Ardorum, after completing a number of quests a sufficient amount of Cosmic Class 1 Data is rewarded.
The issue here is noticeable based on the fact that since we've already progressed heavily on sinus ardorum, the amount of data we have already acquired would be rather high.
As Red Alerts would only give 1,2 and 3 data this would leave players in a position where all these stats are capped out, with only the 4th data in a deficit.

If a player now decides to level their tool using missions on Phaenna, all the rewards earned for the first 15 missions on that tool are now null due to the data cap that isn't increased until you hit the new 1.1 tool milestone, and this feels a little more exaggerated when it can feel like the progression of the tool takes this bonus into account.

I only get Data III from Red Alerts now, but classes that only have access to Data I still get Data I instead. This seems like it makes Red Alerts in the old area relevant for capping Data I and Data II.
