Steps:
1. Participate in a red alert.
2. The scaling of the red alert appears to draw from the total player pool across both Sinus Ardorum and Phaenna, instead of based on the population of the planet/instances the red alert is occurring on.
3. This is currently unnoticeable on Phaenna with it being currently highly active instances, but is very apparent when participating in a Sinus Ardorum red alert, where the lower numbers of active players in that instance cannot meet the mission completion requirements to resolve the scaled-up red alert.

Does it matter if they are actually completed? Even if the Red Alert fails, all your personal missions will have succeeded, so there isn't a personal loss really.
