ok to correct you tho only the first dungeon will be affected by limited LVL roulette because syrcus isn't part of the roulette and sadly if everyone use it it could actually kill the new player wanted to play with people and not bots

You could do that on the very next patch, sadly...
Yeah, with good damage this was happening one patch later. By the end of the expansion, you needed to slow damage if you wanted a new player to see the scales. Im sure the higher level cap hasnt helped, but first alliance raids usually suffer this fate.
It's even crazier when you have a full party of level 100 and you que it and you get those. Like, who designed this system?
A friend and I have been leveling MCH together on alts. From level 30 to level 78 now, we haven't gotten a SINGLE dungeon that fit the level we were at. We ran Sastasha, Toto-rak, Stone Vigil and DD a RIDICULOUS amount of times, to the point that, in a fit of desperation upon getting Sastasha for the fifth time in a row at level 70-73, I abandoned the dungeon, which is something I never do.
In all of that, the highest level dungeon we got was the Aery (lvl 55) and we ran it thrice in a row in Leveling Roulette.
I understand the point of the ROULETTE. But the roulette, as it is, is not rouletting at all.
again limited leveling roulette is only for leveling roulette and work only if you have a full party if you are 3 sadly you open to lower then you might wish
This is a good point. Maybe an alternative where you could check "limited leveling roulette" when queueing by yourself, and if everyone picked it, then it would go by the lowest level of whoever was in the matched party. It won't. How many times have you checked your roulette party, seen that everyone is 90+ yet still gets Sastasha? In that case, forcing a higher level dungeon doesn't impact people queuing directly at all. The lowest impact way of making this work is to check the party and see if it would make sense to apply the limited roulette restriction or not.
Queued in with a group of FC buddies. Our lowest level was 98. We got Darkhold. How?
Don't worry you're not alone there. There were times I que'd as a full premade with my friends all at cap lv (before they implement limited feature) and the game shat us Sassy Tasha, Tam Tara Deep Sleep, or Thousand Yawns of Dodo Rags not too uncommonly.
Riveting.
"Outside obvious jokes/sarcasm, I aim to convey my words to the future readers who may come across mine posts. Can I change -your- mind, somehow? Potentially... but that's not why I'm writing. You and I have wrote our piece(s). We don't necessarily need to change each other's mind. But we can change other's."
You can't fix all of OPs problems,
but making them instances more fun would help.
How is this done?
Level syncing is too simple and it's broken
Instead, dynamically sync down based on the overall iLvl of the party.
Where an over powered party, will see the highest ILvld chars 'progressively' synced down until the "this is still a little challenging" level is reached
It's basically just your current ilvl syncing mechanism, but with a 'variable' sync level, which level is determined by the resultant calculated party's level.
SE this would transform all your current old content and breath life back into it.
