You already alluded to this in parentheses, but it would completely invalidate the point of the roulette if they did this.
I do agree with the soul of your post though. I'm also sick of being leveled down. At this point, there are certain roulettes that I simply won't do. Leveling is one of them, because the dungeons are largely boring, and the low leveled dungeons are REALLY boring.
It'd be nice to have more roulettes in general. There's a lot of later content that doesn't get any love because nobody runs it. A lazily named "side content roulette" featuring things like variant dungeons, delubrum reginae normal, etc. would be pretty neat. Give people something to do, but on the higher end of the game's content rollouts so the downsync isn't so painful.

It won't. How many times have you checked your roulette party, seen that everyone is 90+ yet still gets Sastasha? In that case, forcing a higher level dungeon doesn't impact people queuing directly at all. The lowest impact way of making this work is to check the party and see if it would make sense to apply the limited roulette restriction or not.
Though even in the more general case it's not a given that restricting roulette choice would have negative consequences. For that to happen everyone would need to avoid the same dungeons/trials/whatever. Not just some people, but the majority of the people using roulette. It's not clear if that would actually happen. That roulettes are used to fill duties shouldn't be an excuse to exclude them from improvements.

Alliance Roulette already has some restrictions on it, though with Crystal Tower being mandatory will usually result in the one you see most often. If Free Trial players had access to Shadowbringers than you might see the Ivalice raids more often as they are required for the (Lv80) relic, but even then it's still all down to chance what you get.

I don't play the game to be a background npc in someone elses MSQ, if I roll unfun content I don't do it.
The ARR raids being mandatory and the lowest level will always have the highest chances to appear, as if there's even 1 person below level 60 in the group of 24 people it's going to be the ARR raids.
But at the very least, they go by quickly. The level 50 gameplay might not be very interesting for most jobs, but at least it takes like 15 minutes average...
Same trend, same complaints. It all comes back to how bad level syncing is right now lol.
It needs to be reworked if we want to both ensure new players have players to do content with and also keep roulette players entertained and engaged.
