I couldn't make sense of a lot of that, but I'll respond to what does make sense.

Up to level 50, they are every 5 levels, which is pretty logical. They are at "weird" level ranges after that because each expansion is just 10 levels and due to that, the entire expansion's level growth and quest progression is squeezed into that 10 levels, and the result is that. SE is certainly aware that doing that failed.
its is specific also gain abilities or job traits at this levels
We have this already. The issue was people just leveled their alt jobs and did not even do the class/job quests until later, causing them to lack key abilities. Even I did this. The usual method is to do roulettes each day and this usually does not result in doing class/job quests, so you put them off and lack all those abilities/traits. It's why SE did it less and less over time then stopped. For some jobs this doesn't matter, but for others they are important upgrades.
Fate Log/Bestiary/Hunting Log Reviving Hunting Log but making it into bestiary watch unlocks 50-60 , 60-70. 70-80. 90.100
From level 50, there is something called The Hunt system and you can get daily bills from the hunt board if you have got to Second Lieutenant in your Grand Company (which is quick and most people do it for other reasons). These give experience points in a similar way for killing regular enemies, just like the Hunting Log did. There are bills for each level range (50-53, 54-56, 57-59) represented as Level 1, 2 and 3 bills. It's a bit convoluted for effectively the same thing to change from the Hunting Log to Hunt Bills, but everything is convoluted with SE.
you be giving Full Set of Peotic Gear and Jewelry and a Mount.
The hunt system actually gives you rewards which you can exchange for old tomestone gear and mounts. The first two sets of tomestone gear for each expansion end up being sold by the hunt merchant.

You get artifact gear at each expansion's max level range anyway from doing job/role quests.
Fates Reworked - World Alliance Raid Bosses added like they used to when King Behemoth and Odin was a fate. added to world areas these fates drop minions rare mounts. rare awesome glamours and really nice looking weapons. as well max item gear. to everyone takes part in
There are still two of these added every single expansion. The newewst ones are Serpentlord and Mica the Magical Mu.
Grand Company - Emissary Ranks - after receiving max rank in grand company start gaining official ranks become a Emissary of your grand company. your duty then is build relations with other company's nations of the world. in doing so granting more rewards. mostly crafting gear items
SE see them all as military ranks. For that they'd have to think differently and create some political ranks. Arguably the MSQ does this already though so I'm not sure it would feel authentic at all because of that.
also be granted hunt compass works like guide to to the hunt.
Whole point of a hunt system is finding or drawing an enemy out in fun ways. A compass is yet another way to casualize an already extremely casualized game. Hunts aren't that hard to find, especially after they just expanded the maximum render range to show enemies across a third of the entire map.
Tanks feel like they are tanky at all levels not just when reach 70. no matter what level you should be able to wall to wall pull to max. without straining your healer to the max, Tanks are Tanks
What is the point of a healer if not to be strained? The days when I had to actually rely on the healer were good because I couldn't just solo everything, and we were more of a team. My mit was important to be just enough to ward off being killed, but not enough to do the healing for them.
DPS having more DPS opinions too Just Kill stuff, Executes (Large mounts of aoe or single target damage when targets hp reach's certain level)
I remember when we had attacks that could only be used at a certain low HP range. Felt so pointless, like a waste of hotbar space. I suppose if they can proc an ability used elsewhere in the rotation when you attack an enemy with low HP then it could work though.
Healers actually feeling like they doing stuff more then just healing and damaging "Buff spells. Status Effects like Slow, Paralyze Silence and Seal" whatever it take slow down amount of damage slowing done need to heal so much.
See, that is a reason to not make tanks more tanky. If tanks are so squishy that even a healer cannot keep them alive, then the result becomes that you want to apply status effects to the enemies to make it survivable like in other MMOs.
all monsters currently in game deal 300% more damage no mercy you die you die, no more handholding
I wish. But the one time they did that in Eureka in Stormblood, people got destroyed by dragons and complained so much that they didn't really repeat it since, and now we have what Occult Crescent is where hardly anything aggros you and it's impressive if you manage to die to anything. So imagine they applied this to the open world with all the new and casual players who would complain even louder. I wish SE would ignore them but it is how it is.
