Almost definitely, but they don't do those ad hoc anymore; it's usually stuff like a FanFest panel. ANd in thsoe contexts you're competing for 'most interesting question', so don't bet on 'I need this minor thing clarified' to be answered over stuff like 'how do you come up with the weird fish descriptions'.
alas, it's those minor things that would be the most useful to have clarified. x.x
I would actually disagree, honestly. If it's a minor niggling detail, there's some odds that the information might've been filled in somewhere subtle that most of us didn't notice; I've seen people's biggest 'unresolved minor questions' answered by fish descriptions, sightseeing log entries, and yellow quests before. All of them quite recently, actually!
There's also decent chance that even if we don't have an answer in some weird corner, we can intuit a reasonable answer ourselves, or at least have fun discussing it!
Really, I'd say that if you don't have an answer to a question, the best chance is to ask it openly to other people who play the game and see if we can find an answer, rather than to wait for the slim hope that maybe a FanFest will let you ask about Gridania's taxation policies or something.

And funnily enough, I'm one of those people who can find the random niche lore or infer and intuit information from what canon we do have. But it still doesn't answer some questions. For example, whether the theory that trained combatants might be passively using enhancement magics to protect themselves in combat, sort of a passive application of the same techniques used in defensive techniques like tanks use, for example.
They still haven't released their skipped PowerPoint notes from the last Fan Fest cycle.
