Mute List Changes

Prior to patch 7.3 I was really enjoying the addition of the mute list to the game, especially since blacklisting characters now comes with not being able to see anyone blacklisted. I use the mute list so I don't have to hear those <se._> sounds, and mute basically anyone who uses them, but I have noticed this patch that I can no longer mute characters in duties. Was this a change this patch? I saw some changes like the mute list resetting, but saw no notice of no longer being able to mute characters while in a duty. I am now going back to my 6.X solution of just muting system sounds whenever I que for frontlines, but I am just confused at the change here.

That's odd, wouldn't it be better to post this in the support section as it may be a bug.
