Unless there's an incentive to giving player commendations, I think the system needs to be scrapped. With all the high level players (doing duty roulette) bolting as soon as the trial or dungeon is finished, commendations are few and far between.

People give commendations all the time, just typically to the support players or players with nice portraits. While you can argue that more players can/should give coms to people who play well regardless of class, most people typically just aren't paying attention to that.
I don't see why the system being inconsequential means it needs to be scrapped- sure, there's not really a reward for giving them, but the only real point to get them en masse is to unlock mentor or to pat yourself on the back for having a high number. And it's nice being able to give someone the equivalent of a gold star sticker when I notice they're playing well in a dungeon or PvP or something, and it's also nice when you get comms after saving a pull.
This isn't an issue in my experience.

DPS are less likely to get them and this is well known. They are commended if they do a good job if a player remembers, but often in the final moment, all memory of the duty gets forgotten and the commendation just defaults to a tank or healer for most people. For myself though, I often try to stand out as a DPS so I usually get commendations on them.
It’s to encourage good player performance and or good portraits.
It’s also the cornerstone of the mentor system.
I also think it encourages kindness and being fun to group with as well. I usually commend the person who stands out in making the experience more enjoyable, unless no one talked in which case I just go Dancer (if partnered), Healer/Tank, or best portrait.
I tend to think it's to make you think about what players did right rather than what they did wrong.
Instead of thinking "who messed up", it makes you think "who did well?" and for that reason it's pretty clever.
It's an inoffensive system that people use for which portrait they like the most (because it's the thing you see when you give the commendation) or default to tank/healer unless a specific DPS stood out.
It shouldn't be modified or scrapped, since it does what it's meant to do.
Personally, I withhold commendation for people that don't say "hi/bye" at the beginning/end of a dungeon. :B

I'd assume most capped players have already earned the achievement and do not care for more coms. You will have more luck in leveling dungeons.
It's called telling the players that they did a good job and to keep doing what they're doing.
The commendations themselves are incentive enough to tell players that they play their job well and to keep playing it.
Most of the time if you're a tank you'll end up getting a commendation from the healer for making their job easier especially if you know how to pull big and rotate defensives correctly. And vice versa if you're a Healer if you know how to keep everyone alive during big pulls.
