Everyone's case is different. Mine involved an individual who was abusing the free trials offered graciously by Square Enix that is intended for people who want to try the game before they commit to paying anything. The individual was effectively circumventing a key feature of the blacklist by having well over 200 accounts to rotate through in order to continue filling space for those who had started to blacklist them. This behavior is considered to be disruptive, and therefore, against the Terms of Service of Final Fantasy XIV Online.

If you find that anyone is deliberately being disruptive with their behavior in-game, I suggest you use the Support Desk function to report them yourself. Detail your post and speak with a GM if you are contacted by one for any further clarification.
