Honestly, at this point, its better to just abandon the server.
I'd just ignore them, as I do with the same amount of people on aether limsa. Should you get a limit of free trial accounts, maybe, I don't know the pros and cons to limiting that.

Honestly that is a little more justified. To me talking in /s is the equivalent of ppl holding a coversation on speaker while in a public place. It's rude. I don't need to have your private conversations with 1 other person or have your rp filling up my chat log. I tend to just blist /s speakers and emote spammers but the blist isn't that big, esp considering all the ppl flooding aether from other data centers only to sit their and complain in /s they need to go to aether to do anything while literally being part of the reason why. I already have to shut off /sh and /y due to rmt and venues, having to shut off /s due to UwU rp players, when I am not on an rp server to begin with, is just annoying.

Now seriously, people RPing in /s chat is fine. It's not "on speaker". The range around them isn't even very large and it allows other RPers to potentially jump in the scene as well (assuming we're talking about legit RP).
There's no official RP servers and this isn't a library, people are allowed to use /s wherever they please.
Just use the mute list instead. Or pick a new AFK spot from all the cool areas we have in the game? I like to keep a list of areas I like to AFK in when I need some silence and I'm sick of the LB forever rain.
