A quick google indicates that this is hearsay rather than something that's actually true. CBU3 is carrying Square Enix, so it doesn't make sense. If CBU3 were cutting staff, every gaming journalism site on the planet would be writing about it and FFXIV content creators would have had videos up about it with citations.

I'm saying it's not happening. Your friend likely just misunderstood the Yoshi P quote about having difficulty with new hires, due to Japanese people being inexperienced and the language barrier making it hard for them to bring in help from Western applicants.
If staff were being cut, it would have been reported by gaming journalists the world over, especially Jason Schreier. He generally tends to be all over big staff cuts and layoffs in the games industry when they're happening.
