That's how pre-calculated shadow maps work. It is easy to compute but it is also very inaccurate. The opposite of it are raytraced shadows. Very expensive but also very exact.

The shadows of the pillars move with the sun on my end though?

The shadows of pillars move at the same angular speed as the buildings, but the buildings are taller, thus the shadows are longer and their linear speed is faster.
