Squadron and Commander (Twin Adder) Help

I'm losing my mind trying to unlock squadrons for the Twin Adder's to progress my GC rank. I am a level 62 White Mage and I completed all of the msqs for ARR. I ranked up to Second Serpent Lieutenant but nothing happened and when I ask to apply for a promotion, the Serpent Personnel Officer just says "My apologies, but you have reached the maximum allowable rank". I have taken every quest from the Adder's nest. Vorsaile Heuloix has no remaining quests and I even completed the extreme trial given by Scarlet outside the nest. Is there something I'm missing or is this just a bug?

Did you get this figured out?

There should be a short cutscene after you talk to someone at the GC counter, then that door should have a glowy node on it for you to be able to enter at. Everything goes from there. Will check back here after work.
