According to the Known Issues news, they don't actually have spell speed, that's just a display error. Didn't get a pair to drop so I could actually test that, though.

(Also, let she who has not placed the wrong purple materia in her gear cast the first stone)

Ok. So, it's still skill speed and just says spell speed instead.

Oh, wait was it the part of "how the hick did that happen?".
If it is that was more of a question pointed at the dev team. Under the assumption that spell speed stats were put onto non caster gear.
It was less of a dig at the devs and more of I'm surprised it happened reaction. Though seeing as it is just missed placed text and not the actual stat it's not really that surprising of a mistake to happen.
