Well unlike at expansion releases where they do this, not all worlds are congested, only some of them are. So they would rather divert some players to other worlds before annoyingly doing auto-kicks.

Not necessarily, but the congested worlds just get congested again because people transfer to them to replace the ones who quit.

Good example is an FC member just transferred to be in my FC after waiting months for the world to open. Many others likely were waiting also, and so next time they will probably lock my world again.
