Why does square enix completely lock servers preventing new character creation/transfers sometimes on entire data centers for months at a time which absolutely kills the servers and economy in the effected completely locked data centers?

Instead, why not lock servers at true times of congestion and implement an auto AFK kick system as other popular MMO's have. There is absolutely no reason to allow people to stay logged in just to be AFK for weeks at a time.

They do have afk kick timers sometimes they turn them on for busy times. And I assume they lock servers to get the population spread out. Which is also why they give incentives for people to transfer off very populated servers to less populated ones.

Well unlike at expansion releases where they do this, not all worlds are congested, only some of them are. So they would rather divert some players to other worlds before annoyingly doing auto-kicks.

Not necessarily, but the congested worlds just get congested again because people transfer to them to replace the ones who quit.

Good example is an FC member just transferred to be in my FC after waiting months for the world to open. Many others likely were waiting also, and so next time they will probably lock my world again.

And it never will be with their weird choice to allow the ability to travel between data centers. I rolled an alt on Dynamis and after sitting for over an hour in a queue that would take me minutes on Aether or Primal over and over and over again I gave up before I even completed the ARR story. The decisions this team makes are just baffling.
