That's because the frilly skirt is part of the chest piece of the set. This seems to be a rather recurring issue specifically with leg gear.
I look just like the roes next door... if you happen to live next door to an amusement park.
Why is the jacket cropped like that, is it supposed to be maternity wear or something ???

There’s still hope I think… it looks like there could be 3 base sets with 2 versions each, which is similar to how they handled Universal gear. Whether the difference is just different dye options or it really is gendered is something we won’t know for sure until we try them on at the Trophy Crystal shop…
Hope springs eternal! lol
they've had, what, three opportunities to show it off now? if it wasn't gender locked i think we would have seen that by this point ):There’s still hope I think… it looks like there could be 3 base sets with 2 versions each, which is similar to how they handled Universal gear. They've shown each of the two variants exactly twice, once on a male and once on a female, and both instances it was the pants for male and shorts for female.

I'd like to speak in support and hopefulness that this gear has the universal options like they introduced in previous pvp gear so we can mix and match for better glams. While it's not in game yet I am a bit hmm as seeing the differences already.
Genderlocking is a bit weird to me, as the more options we have the better it would be for everyone. Cause honestly glamour really is endgame for most.
And also, wow slacks for male characters again, how riveting. If they are going to continue to give slacks, I hope they'd put some interesting pattern/designs on the legs instead of just changing how the button/belts look since half of those are hidden under tops etc.

Those pants look absolutely horrendous, it's like shorts plus someone cutting off 3/4ths off fishing pants flyfishers use and attaching them on the legs. Who are these for?
Devotees of fly fishing, perhaps.
The recent releases do make cosplay easier, at least for hoarders who still have their 90s fashion victim outfits.
Genderlocking is when a full set of gear is exclusive to a single in game gender, not when the appearance is separate between them.
How do people continually get this wrong every single time? Its disappointing they keep doing it, but please stop using improper terminology.

Have they at any point addressed travesty that is the hiding of Miqo'te ears, or is that just going to continue being a thing going forward?
I don't understand. Why were head pieces able to accommodate Miqo'te ears back in the day, but now the outfit designers suddenly can't do it anymore? It doesn't make sense.
