I have been stuck on this screen for over 2 days...
I tried restarting the PC.
I tried restarting my connection.
I eventually re-installed the whole game, but I'm still stuck here.
Can you please offer some help? Thank you.

Thank you for the reply, Caimie_Tsukino!
Please try repairing "Microsoft Edge" and "Microsoft Edge WebView2 Runtime" (if present) from the list of installed apps under "Settings" → "Apps" → "Installed apps" on your PC.
If these items are not listed or the repair button is grayed out/unavailable, please contact Microsoft Support for additional assistance. If the issue persists after repairing the above, please do not hesitate to reply in the thread for further assistance.
We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!
I don't have "Microsoft Edge WebView2 Runtime" on my app list.
But I found "Microsoft Edge", and I clicked "Modify", and proceeded the performed a repair.
I then tried to turn on FFXIV again, but it still didn't work.
I then restarted the PC, and tried to turn on FFXIV again, but it still didn't work.
Would you please offer further help? Thanks!

Thanks for the recommendation.
I just tried updating all windows updates and also updated my graphics card driver (for NVIDIA GeForce RTX 4060). Unfortunately, the problem persisted.
I then tried to remove all FFXIV-related contents in the Documents --> My Games folder, and then installed the game.
Still, the problem could not be resolved.
The top bar became white (originally black). But the launcher number there is the same, and so it's basically stuck on the same issue on the same screen.

Thanks for the suggestions.
I visited this thread https://forum.square-enix.com/ffxiv/threads/517704, and followed one of the methods suggested by yshdmt.
I went to find FFXIV_BOOT.CFG (located in /Documents/My Games/FINAL FANTASY XIV - A Realm Reborn/).
Then I opened it with Notepad, and edited the FFXIV_BOOT.CFG file, by changing value of line WebView2RuntimeInvalid from 0 to 1.
It allowed me to resolve this problem FOR NOW -- I finally managed to reach the login page, where I entered my user name and pw.
I am now in the process of downloading to update A Realm Reborn back to Dawntrail... This will take awhile. Let's see how this goes...
I hope the problem goes away. Fingers crossed!

It's nearly another 12 hours from my previously log-in, I am now able to log-in just fine again.
I think this problem is fully resolved!
Thank you very much for your kind help!
