Actually, Yoshi said that mob-grinding would not be viable, and that there would be quest-based progression (which would be the ideal way to level). And this thread is just a concern that quest-based progression doesn't make sense unless there's repeatable or self-directed content.

As someone mentioned earlier in this thread, it was said to be content-driven, not just quests. Personally, I feel that this is a step in the right direction. There's a lot of lower level content that teaches you how to do higher level stuff: Lower level caravans to learn higher level ones, Sposhae to learn how beastmen strongholds work, Toto-rak to learn how dungeons work... if a player levels up by doing events, it means these events get use out of them, newbies get geared up with chest drops... heck, they even get to experience monster types they might not normally deal with and learn their tricks, such as Gnats whose Thunderstrike move is a lot like one of Nael Van Darnus' moves, or funguars that have a counterattack stance like kobolds do.
This system would help teach players how to actually PLAY the game, instead of having them sit in a PL party for a few hours before deciding they're ready for primals and Van Darnus.

This, a thousand times this.
We currently have a working dual system, where leves and mob grinding are about equal.
Why shoot yourselves in the feet and revert to quests = best exp, like pre 1.18 changes?
And before another person says to me "But the quests will be uber FF story and in depth, all of them" Get real.
It's not logistically feasible for that many quests to contain that much content. It'll be "Bring me X bearbutts today pl0x xXxSephirothxXx"
Why not leave it as it is: Players choice of "Kill X/Find X/etc..." quests, and mob-grinding till we aren't nooby little adventurers anymore, we will be Gentlemen Hero Investigators! And then give us an epic story to experience.
I will take 1000 crappy quests if it'll make Rokien quit the game. But even then, he probably won't quit just so he can complain on our dear forums.

Ahh, if the quest are repeatable that's a different story.
I'd just hate for it to be a case of using your higher level classes to finish the harder content on your own.
It would be neat to have quest progress tied to current class, cause I'd rather talk to a person and receive my fetch quest, not get a card to do it.
i think that's probably what may happen just like what we had with the Class quests when you hit level 20 for the story as a con or whm and so on and so forth and then you have the main story content or atleast that's what i'm kinda hoping there will be along with repeatable side quests, regular side quests and the leves if you want to do those.
