It most certainly had its high points, but it fell short of expectations.
The issues in my opinion are that:
    • We were hyped for a Garlemald expansion during the Stormblood patches - with Alphinaud teasing it by his travel to Garlemald.
    • We had, however, just had a big battle with the Garleans on two fronts. Stormblood was all about fighting the Garleans. So if you think about it, we'd just be doing more of the same had they done a Garlean expansion, and SE wanted to get back to a magical, fantasy theme with places like Il Mheg.
    • SE destroyed all the excitement for a Garlean expansion by revealing that the Ascians created it. That one thing destroyed the entire point so that our focus needed to be on the Ascians.
    • Although it's side content, we spent a hefty amount of Shadowbringers doing Bozja and it did a "war with the Garleans" better than any expansion would be likely to. Between all the mobs, Skirmishes, CEs and raids, the field operation just really felt like a war in the trenches and no expansion was going to top that.
    • The "kill another primal" thing had been going on for so long (8 years) and they wanted to finally be done with it and think of new ideas and new stories. They could honestly have run with that forever and had us just keep fighting primals endlessly, and I thought they would do just that, but not rushing it would have meant a further 2 years stuck in this endless chase of primals.
I like to think that to an extent, we had weakened them a lot as well. We took their territory in Eorzea, Gyr Abania, Doma and Bozja, so really taking advantage of a political campaign to storm them and then climb the tower was likely just going to be the battles we had anyway.
