Oh dear that is worrisome. Especially since he's now thrice "accidentally" made content Savage that was intended to be Extreme at the hardest, twice just in this expansion. Now I wonder if Quantum is getting modular difficulty partially as a means to mitigate that possibility; if Ozma fucks up again and pulls a fourth "oops savage again teehee" then at least it will be contained within the higher difficulty versions rather than spoiling the entire thing.

You can't be serious. "too catered to hardcore players" while at least 90% of the content released can be done without paying much attention. Midcore content needs to be punishing/challenging and not braindead. Even casual content shouldnt be braindead. This game is already too easy.
Thats something Shadowbringer babies dont understand. The chaotic alliance raid was the first of its kind, the first time the Dev's tried something like that. Now ask yourself, was ucob flawless on release? how about eureka anemos?
XIV has no real HC content besides ultimates and even those can be cleared by players that are terrible at the game.

Currently without body checks, there is effectively no fail state other than making a really really tight dps check. It's a bit of a corner that SE has backed itself into with fight and job design.
Personally I don't mind them in CAR. Chaotic has 2 body checks, one of them is a "did everyone go to the right platform check" and one of them is "did swaps get ruined/can people adjust to a bad swap" check.
I don't care for the body checks in Forked Tower though.
You can translate the same thing into hardcore content and giving the time needed to do the things....
Enrage timers could be entirely removed, but then be adding a bit more spice to complete content like savage and ultimates, meaning, you really need to be up for the task to get through it of course, so it comes down to if you got the skills more than being stuck on reaching some ilevel to able to just squeeses that 100 dps more in, it would open up the game much more and reduce the stupid idea about A teams vs B teams.
