You can't be burnt out of something if that something gives you nothing to do.

People are bored, not burnt out.
That's...not at all what being burnt out means. You can have exactly the right amount of stuff to do, but do it for long enough or intensively enough, and you'll likely experience burnout. I remember back in my WoW days, our guild's little raid group decided to go for a Heroic mount. We had only done "normal" raiding up to that point, so we did the raid on Normal, practiced, and gradually prog'd the Heroic version. It was a ton of fun, and we loved when we finally completed the Heroic raid...and then promptly put our raid group on hiatus for a couple months because we were burned out for a while even though there were still other raids (Heroic versions) we had never tried. Same with a different guild I had been in that loved World PvP...it took us several weeks, but we finally organized a server group that killed all 4 of the other faction's leaders (back before "phasing" screwed that up)...and yep, despite having a blast, we put the PvP on hold for a bit after we accomplished that because we were burned out.

FFXIV has a ton of stuff to do. In true MMO fashion, though, a fair amount of that involves doing the same stuff repeatedly, whether it be raiding, PvP seasons, etc.. That can (and will) absolutely burn someone out over time. (Random side note - the average American will hold ~12 jobs over their working career, changing jobs about every 3-4 years. It's often not changing careers, just employers, because even without being "overwhelmed", humans have a natural desire to explore new things. Do the same thing (or play the same game) for long enough, and you'll likely get burnt out for a time no matter what.
